Little Billys, big problems. Twelve violations including the classic 'food on the floor' maneuver, clean dishes stored in the splash zone of the wash sink (defeating the purpose entirely), and no way to verify their sanitizer is actually sanitizing. They also installed a whole new ventilation hood system without getting it approved, and couldn't even post their health permit. For a Newport Beach spot, the only waves here are the ones your stomach will make.
What the Inspector Found
Here's every violation the inspector documented, in their own words:
- Wiping cloths: properly used and stored — Although sanitizer buckets were set up, multi-use wiping cloths were observed stored outside of the bucket. Discontinue holding multi-use wiping cloths outside of the sanitizer solution between uses. Store wiping cloths in an approved sanitizer solution (e.g., 100 ppm chlorine, 200 ppm quaternary ammonium or 25 ppm iodine) between uses, or provide a clean cloth for each use.
- Food storage; food storage containers identified — 1. Observed containers of food stored on the floor at the kitchen area. Elevate all foods stored off the floor and on approved shelving (i.e., dunnage racks).
- Premises: personal/cleaning items; vermin-proofing — 1. Observed personal belongings (i.e., phones and speakers) stored in closed proximity to utensils and equipment located in the back kitchen area. Maintain employee clothing and personal effects in a room, enclosure, lockers, or other designated area or designated area separated from toilets, food storage, food preparation areas and utensil washing areas.
- Warewashing facilities: installed, maintained, used; test strips — Quaternary ammonium sanitizer test strips were not available for use during the time of inspection. Maintain testing equipment and materials in the facility and available for use at all times for the purpose of adequately measuring the types of sanitization methods used in this facility. - Equipment/Utensils - approved; installed; good repair; capacity — 1. Observed an inadequate sized splashguard located between the "handwash" sink and preparation sink at the back kitchen area. Extend the splashguard between the janitorial sink and preparation sink to prevent cross-contamination.
- Equipment, utensils and linens: storage and use — 1. Observed kitchen equipment and single-use items stored outside the facility. Discontinue this practice. Maintain all kitchen related items inside the permitted facility.
- Signs posted; last inspection report available — No handwashing sign was observed at the restroom area. Post a legible sign in a conspicuous location at each handwash sink directing attention to the need to thoroughly wash hands.
- Food separated and protected — 1. Observed clean containers stored in close proximity to the "wash" station of the 3-compartment sink. Provide a splashguard with a height of at least 6 inches or relocate the food equipment/utensil a minimum of 24 inches away from the edge of the sink to prevent cross contamination.
- Adequate ventilation and lighting; designated areas, use — Clean to remove the accumulation of grease/ grime located at the filters of the ventilation hood to ensure adequate ventilation throughout the facility at all times.
- Plan Review — 1. Facility was observed with a new ventilation hood system in lieu of their pre-existing single-filter ventilation. There was not an active SR# for this listed address to show approval for the expansion/changes to their ventilation hood system. Approval is required prior to starting construction, remodeling, or installation of equipment and/or ventilation hoods. Please contact the inspector at the information listed below or the Plan Check Division at 714-433-6074. Corrective Action - Facility is required to submit formal plans to our plan check department and also obtain approval from the local Building Department for the installation of the new ventilation hood system. Reinspection fees will apply. Information on how to submit plans will be sent to the email on file. Operator will provide an update by reinspection date. Continued usage of unapproved equipment may result in the impoundment of equipment and/or other enforcement actions.
- Thermometers provided and accurate — Observed a not readily visible or missing display thermometer within the reach-in coolers at the following locations: -reach-in cooler at the cook's line Provide an accurate display thermometer in all refrigeration units that is affixed to be readily visible and to indicate the air temperature in the warmest part of the unit.
- Health Permit — Post the health permit in a conspicuous place in this facility. If the original health permit cannot be located, a copy may be obtained by calling this office at (714) 433-6000. The Bottom Line
Twelve violations across basic food safety practices paints a picture of a kitchen that's cutting corners everywhere. When your 'clean' dishes are getting splashed by dirty wash water, you can't prove your sanitizer works, you've installed unapproved ventilation equipment, and your health permit isn't even posted — you've got systemic problems, not just a bad day. Newport Beach has plenty of spots where you won't have to wonder if the plates are actually clean. We'd suggest trying one of those until Little Billys passes their reinspection.
What Happens Next
A reinspection has been scheduled to verify these violations are corrected. If they pass, they'll return to normal operations. If not, further action may be taken including potential closure.
